Canada has a de-centralized system that enables its provinces and territories to function independently from the Federal Government.

That said, it is important to understand that even though each province has its own immigration program in place, which is designed to cater for the specific needs of the province, the Federal Government still maintains the right to issue or refuse entry visas to Canada.

While the provinces can nominate specific individuals who are believed to benefit its economy, the immigration application always ends with the Federal Government for specific processing and final approval. This is beneficial for those applicants who are scoring less in the Comprehensive Ranking System (CRS) and not directly getting selected to receive an Invitation To Apply (ITA) due to a lower CRS score.

Provincial Nominee programs work basically on a fast track option for those aspirants who are still struggling to get an ITA due to less CRS. Most provinces and territories in Canada can nominate immigrants through the Provincial Nominee Program (PNP). These immigrants must have the skills; education and work experience to contribute to the economy of that province or territory, and must want to live there and actively contribute to the economy.

Each province and territory has its own “streams” or demand list and eligibility criteria for their PNP. Some program stream, provinces and territories may target students, business people, skilled workers or semi-skilled workers or individuals who are already working there or with a job offer from a provincial employer.
