Federal Skilled Worker Program
What is it?
The Federal Skilled Worker (FSW) program enables you to be selected on the basis of your ability to become established in the Canadian community. This means that you have a set of skills and experiences that may enable you to succeed in Canada and a little bit of funds to sustain you when you arrive until you start your economic contribution.
How do I qualify?
There are minimum requirements to qualify for this program that are assessed against a total score of 100 points. You need to score a minimum of 67 points to qualify for the FSW programs. Those points pertain to the following elements:
- Your ability to become economically established in Canada.
- Your professional experience (at least 1 year of experience during the last 10 years)
- Your type of occupation (an occupation that is classified as category “0”, “A” or “B” by the National Occupational Classification) known as NOC.
- You have performed the actions described in the lead statement and a majority of the duties expressed in the description for your NOC and can evidence that with official documentation.
- You meet the language benchmark and have evidence of your language proficiency (IELTS, TEF or CELPIP) exams.
- If your education was overseas, you have it assessed by a Canada recognized entity

Federal Skilled Trades Program
What is it?
This program was introduced in January of 2013. It aims at helping to fill Canada’s growing labour shortages in certain skilled trades by facilitating immigration through selection criteria that better reflect trades-persons’ particulars.
This program puts more emphasis on practical experience as many trades people could not meet the selection criteria established for the Federal Skilled Worker Program.
How do I qualify?
In order to qualify for this program you should:
- Have an offer of employment in Canada OR a certificate of qualification from a provincial authority in a skilled trade.
- Have the ability to demonstrate proficiency in one of the official languages of Canada.
- Have the ability to demonstrate work experience in the skilled trade.
- Meet the Canadian employment requirements (for your trade), as described in the National Occupational Classification (NOC) system.

Canadian Experience Class
What is it?
The Canadian Experience Class (CEC) program was created for those who may become permanent residents on the basis of their Canadian experience and who:
- Intend to reside in a province or territory (other than Quebec)
- Maintained legal temporary resident status during their qualifying period of work experience in Canada.
This program focuses on foreign workers who have work experience in Canada, on the basis of their existing familiarity with the Canadian society, and Canada’s job market, in addition to their knowledge of English or French and their specific abilities that could assist them in making a successful transition from temporary to permanent residence in Canada.
How do I qualify?
In order to qualify for this program, you need to have:
- Maintained your legal temporary status throughout the period that you will account for as “Canadian Experience”.
- An English or French language proficiency level equivalent to the requirement (which -in turn- differs according to your NOC).
- At least 12 months of full-time equivalent Canadian skilled-work experience at NOC 0, A or B acquired in Canada within the 36 months preceding the date of your application.
- It is not necessary for you to be employed at the time of application, but it is a MUST, that you have a legal status all through the period of your work experience and the time of your application as well.

Caregiver Program
What is it?
This program is for people who provide personal care to children, seniors or disabled individuals, in the private household in Canada where the person being cared for resides.
A Caregiver may be employed in a home (does not have to be staying in the home, just working there) or may also work in a variety of healthcare occupations including (Registered nurses, psychiatric nurses, licensed practical nurses, nurse aides, orderlies, patient service associates and home support workers).
How do I qualify?
There are 3 different paths to qualify under the Caregiver program. Here they are in brief:
Caring for Children: If you work with children, you need to have the following in order to qualify for this program
- 24 out of 48 months (full-time work) of related work experience in Canada. Full-time work equates to 30 hours per week.
- The work you have done was not during studies.
- Children you cared for are under 18
- Meet the language benchmark of CLB5
- Have a Canadian post-secondary education of at least one year OR a foreign credential with an Equivalency report.
Caring for People with High Medical Needs: If you work with those with high medical needs such as the elderly or infirm in the home of a client or in a medical facility, you must meet the following criteria in order to apply for permanent residence under this program:
- 24 out of 24 months (full-time work) of related work experience in Canada. Full-time work equates to 30 hours per week.
- Your position is NOC 3012, 3233, 3414 or 4412
- Meet the employment requirements including being licensed to practice in Canada.
- Meet the language benchmarks: CLB7 for NOC 3012, and CLB5 for NOC 3233, 3413 and 4412
- Have a Canadian post-secondary education of at least one year OR foreign credential with an Equivalency report.
Live-in Caregivers: If you providing care at your client’s residence, you may apply for permanent residence after you have worked full-time for at least 24 months or a total of 3,900 hours within the four years immediately following your entry to Canada.
